T\u00eb gjitha k\u00ebto vendime nuk jan\u00eb aspak neutrale. Jan\u00eb pik\u00ebrisht buxhetet komunale q\u00eb p\u00ebrcakojn\u00eb nevojat e kujt marrin p\u00ebrpar\u00ebsi. Prandaj integrimi i buxhetimit gjinor, procesi q\u00eb synon t\u00eb analizoj\u00eb dhe adresoj\u00eb ndikimin e shpenzimeve publike te grat\u00eb dhe burrat, \u00ebsht\u00eb thelb\u00ebsor p\u00ebr t\u00eb siguruar q\u00eb fondet publike t\u00eb sh\u00ebrbejn\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb drejt p\u00ebr t\u00eb gjith\u00eb.<\/p>\n\n\n\n<p>K\u00ebt\u00eb r\u00ebnd\u00ebsi e thekson edhe <a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=10923\">Ligji p\u00ebr Barazin\u00eb Gjinore n\u00eb Kosov\u00eb<\/a>. Aty b\u00ebhet e qart\u00eb se institucionet publike duhet t\u00eb integrojn\u00eb barazin\u00eb gjinore n\u00eb \u00e7do faz\u00eb t\u00eb planifikimit dhe vendimmarrjes. N\u00eb pun\u00eb t\u00eb p\u00ebrditshme kjo n\u00ebnkupton q\u00eb komunat duhet t\u00eb mbledhin dhe analizojn\u00eb t\u00eb dh\u00ebna t\u00eb ndara sipas gjinis\u00eb p\u00ebr m\u00ebnyr\u00ebn se si ndahen subvencionet dhe transferet, pagat dhe m\u00ebditjet, mallrat dhe sh\u00ebrbimet, apo investimet publike. Vet\u00ebm k\u00ebshtu mund t\u00eb shihet n\u00ebse programet mb\u00ebshtet\u00ebse po u sh\u00ebrbejn\u00eb m\u00eb shum\u00eb burrave sesa grave apo n\u00ebse investimet n\u00eb arsim po arrijn\u00eb te vajzat e grat\u00eb n\u00eb t\u00eb nj\u00ebjt\u00ebn mas\u00eb si te djemt\u00eb e burrat. Ai n\u00ebnkupton nj\u00eb m\u00ebnyr\u00eb m\u00eb t\u00eb drejt\u00eb dhe transparente t\u00eb t\u00eb p\u00ebrdorurit e burimeve publike. P\u00ebrmes tij, komunat mund t\u00eb sigurohen q\u00eb asnj\u00eb grup t\u00eb mos mbetet pas vet\u00ebm sepse nuk \u00ebsht\u00eb marr\u00eb parasysh n\u00eb procesin e planifikimit. E p\u00ebrpos q\u00eb buxhetet e pap\u00ebrgjegjshme gjinore nuk jan\u00eb vet\u00ebm t\u00eb padrejta, ato jan\u00eb edhe joefikase sepse d\u00ebshtojn\u00eb t\u00eb pasqyrojn\u00eb realitetin e plot\u00eb t\u00eb komunitetit ku pritet t\u00eb zbatohet.<\/p>\n\n\n\n<p><strong>Komunat nuk ofrojn\u00eb as t\u00eb dh\u00ebna<\/strong><\/p>\n\n\n\n<p>Megjith\u00ebse t\u00eb gjitha aspektet e buxhetimit gjinor drejtojn\u00eb nga zhvillimi i komunave, realiteti n\u00eb terren tregon se ky parim ligjor mbetet kryesisht i parealizuar. T\u00eb dh\u00ebnat nga platforma \u201c<a href=\"https:\/\/data.qika.org\/\">1\u22601<\/a>\u201d tregojn\u00eb se shumica e komunave ende nuk i marrin n\u00eb konsiderat\u00eb dimensionet gjinore n\u00eb procesin e buxhetimit. N\u00eb shum\u00eb raste, nuk ekzistojn\u00eb fare t\u00eb dh\u00ebna t\u00eb ndara sipas gjinis\u00eb, gj\u00eb q\u00eb e b\u00ebn t\u00eb pamundur t\u00eb kuptohet se kush p\u00ebrfiton n\u00eb t\u00eb v\u00ebrtet\u00eb nga fondet publike. Pa k\u00ebt\u00eb pasqyr\u00eb, vendimmarrja n\u00eb nivel lokal nuk mund t\u00eb p\u00ebrfshij\u00eb politika q\u00eb adresojn\u00eb nevojat reale t\u00eb grave dhe burrave.<\/p>\n\n\n\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb mbledhura nga Qendra p\u00ebr Informim, Kritik\u00eb dhe Aksion &#8211; QIKA, 18 nga 38 komuna t\u00eb Kosov\u00ebs nuk kan\u00eb ofruar p\u00ebrgjigje kur u jan\u00eb k\u00ebrkuar t\u00eb dh\u00ebna t\u00eb ndara sipas gjinis\u00eb p\u00ebr subvencionet n\u00eb fush\u00ebn e arsimit. Kjo munges\u00eb e transparenc\u00ebs shpeshher\u00eb nuk paraqet vet\u00ebm nj\u00eb l\u00ebshim apo huqje t\u00eb detajeve teknike, por nj\u00eb problem themelor q\u00eb ndikon drejtp\u00ebrdrejt n\u00eb m\u00ebnyr\u00ebn se si planifikohen dhe zbatohen politikat lokale. Pa t\u00eb dh\u00ebna t\u00eb ndara sipas gjinis\u00eb, nuk mund t\u00eb flitet p\u00ebr buxhetim t\u00eb p\u00ebrgjegjsh\u00ebm gjinor sepse kur nuk dim\u00eb kush p\u00ebrfitojn\u00eb, nuk dim\u00eb as kush lihet pas.<\/p>\n\n\n\n<p>Raporte si i ai i Institutit GAP mbi buxhetimin gjinor n\u00eb komuna tregojn\u00eb se shumica e komunave mbledhjen e k\u00ebtyre t\u00eb dh\u00ebnave nuk e shohin fare si prioritet. Edhe pse ky mosprioritizim shpesh justifikohet me munges\u00eb kapacitetesh administrative apo teknike, krejt \u00e7ka pasqyron \u00ebsht\u00eb munges\u00ebn e vullnetit politik p\u00ebr t\u00eb adresuar barazin\u00eb gjinore n\u00eb m\u00ebnyr\u00eb sistematike.<\/p>\n\n\n\n<p>N\u00eb disa raste tjera, kur komunat i mbledhin t\u00eb dh\u00ebnat, ato nuk jan\u00eb publike. Kjo krijon nj\u00eb udh\u00eb pa dalje ku mungesa e transparenc\u00ebs e b\u00ebn t\u00eb v\u00ebshtir\u00eb llogaridh\u00ebnien e mungesa e llogaridh\u00ebnies pengon p\u00ebrmir\u00ebsimin e vet\u00eb procesit buxhetor.<\/p>\n\n\n\n<p>Pabarazit\u00eb nuk mund t\u00eb shfaqen rishtazi vet\u00ebm n\u00eb ndarjen e fondeve, por fillojn\u00eb edhe prej vet\u00eb procesit t\u00eb vendimmarrjes. Nj\u00eb prej proceseve m\u00eb t\u00eb r\u00ebnd\u00ebsishme n\u00eb k\u00ebt\u00eb aspekt jan\u00eb d\u00ebgjimet publike. K\u00ebto takime ku qytetar\u00ebt diskutojn\u00eb dhe propozojn\u00eb prioritetet buxhetore supozohen t\u00eb jen\u00eb mjeti kryesor p\u00ebr p\u00ebrfshirje demokratike. Sipas q\u00ebllimit t\u00eb tyre, d\u00ebgjimet do duhej t\u2019i jepnin secilit qytetar hap\u00ebsir\u00eb n\u00eb planifikimin e buxhetit. Por n\u00eb praktik\u00eb edhe k\u00ebto hap\u00ebsira shpesh jan\u00eb t\u00eb pabarabarta. T\u00eb dh\u00ebnat nga monitorimet komunale tregojn\u00eb se n\u00eb shumic\u00ebn e komunave nuk ka asnj\u00eb informacion p\u00ebr pjes\u00ebmarrjen sipas gjinis\u00eb n\u00eb k\u00ebto d\u00ebgjime. Aty ku t\u00eb dh\u00ebnat ekzistojn\u00eb, grat\u00eb p\u00ebrb\u00ebjn\u00eb vet\u00ebm 27% t\u00eb pjes\u00ebmarr\u00ebsve n\u00eb konsultimet buxhetore.<\/p>\n\n\n\n<p>Kjo shif\u00ebr flet p\u00ebr nj\u00eb realitet ku prioritetet e nivelit lokal vazhdojn\u00eb t\u00eb p\u00ebrcaktohen kryesisht nga burrat. N\u00ebse n\u00eb nj\u00eb d\u00ebgjim publik mbi investimet komunale z\u00ebrat q\u00eb d\u00ebgjohen jan\u00eb kryesisht t\u00eb burrave, at\u00ebher\u00eb prioritetet q\u00eb dalin nga ai proces normalisht q\u00eb pasqyrojn\u00eb p\u00ebrvojat e interesat e tyre.<\/p>\n\n\n\n<p>Sipas p\u00ebrvojave t\u00eb shum\u00eb grave, pjes\u00ebmarrja e kufizuar e tyre n\u00eb d\u00ebgjimet publike lidhet me faktor\u00eb t\u00eb shumt\u00eb e jo nga mosvullneti p\u00ebr t\u00eb kontribuar. Nd\u00ebr m\u00eb t\u00eb shpeshtit faktor\u00eb n\u00eb k\u00ebt\u00eb mes jan\u00eb oraret e hap\u00ebsirat e pap\u00ebrshtatshme t\u00eb takimeve si dhe kultura politike e shoq\u00ebrore q\u00eb rrall\u00eb e sheh z\u00ebrin e grave si vendimtar. Pra edhe pse buxhetet lokale supozohet t\u00eb jen\u00eb instrument i barazis\u00eb, n\u00eb munges\u00eb t\u00eb p\u00ebrfshirjes s\u00eb barabart\u00eb, ato shnd\u00ebrrohen n\u00eb hap\u00ebsira riprodhuese p\u00ebr pabarazit\u00eb ekzistuese.<\/p>\n\n\n\n<p><strong>Mund\u00ebsit\u00eb e barabarta nuk jan\u00eb luks<\/strong><\/p>\n\n\n\n<p>N\u00eb Kosov\u00eb ka shembuj pozitiv\u00eb t\u00eb barazis\u00eb gjinore n\u00eb d\u00ebgjime e buxhete, si ai i rrjetit <a href=\"https:\/\/gbwn.net\/en\/grb-impact-story-bringing-womens-voices-into-budgets-in-south-mitrovica\/\">Gender Budget Watchdog Network<\/a> n\u00eb Mitrovic\u00ebn e Jugut ku shihet qart\u00eb se buxhetimi gjinor \u00ebsht\u00eb i arritsh\u00ebm. Por ai nuk duhet t\u00eb ndodh\u00eb vet\u00ebm me nd\u00ebrhyrje nga organizatat e jashtme. Barazia gjinore nuk \u00ebsht\u00eb projekt i p\u00ebrkohsh\u00ebm apo objektiv afatshkurt\u00ebr q\u00eb vjen nga jasht\u00eb, por detyrim i brendsh\u00ebm i \u00e7do komune. Buxhetimi gjinor \u00ebsht\u00eb m\u00ebnyra m\u00eb e drejt\u00eb dhe m\u00eb efikase p\u00ebr t\u00eb shpenzuar parat\u00eb publike.<\/p>\n\n\n\n<p>Kur komunat planifikojn\u00eb buxhetet pa pyetur se si vendimet e tyre ndikojn\u00eb te grat\u00eb e burrat, ato d\u00ebshtojn\u00eb ta kuptojn\u00eb realitetin e plot\u00eb t\u00eb komunitetit q\u00eb sh\u00ebrbejn\u00eb. Nj\u00eb buxhet q\u00eb nuk pasqyron p\u00ebrvojat e grave nuk \u00ebsht\u00eb neutral por i padrejt\u00eb. Prandaj edhe \u00e7do shpenzim pa k\u00ebt\u00eb vet\u00ebdije \u00ebsht\u00eb shpenzim q\u00eb thellon pabarazin\u00eb ekzistuese. Arsyetimet teknike p\u00ebr anashkalimin e nevojave t\u00eb grave nuk jan\u00eb arsyetime legjitime.
